Tyrone Pilacan

Licensed Immigration Adviser

Tyrone’s curiosity about migration and his passion for immigration laws inspired him to start HRC Immigration and Education Services Limited in 2016.

Tyrone is a Licensed Immigration Adviser for New Zealand (license no 201300167) . Tyrone is also a Qualified Agent Counsellor for Australia (QEAC NO: T955).

Tyrone finished his Bachelor of Arts major in Philosophy and Bachelor of Laws in the Philippines. In New Zealand, he graduated with the Graduate Certificate in Immigration Advice and the NZ Certificate in Financial Services.

Jhamela Narciso

Immigration Administrator and Education Counsellor

Jhamela holds a Bachelor’s degree in Tourism Management and a Master’s in Management from New Zealand. She is also a New Zealand Licensed Education Counsellor, with ECANZ License No. 2522410. Her educational background allows her to offer valuable insights and support to clients navigating immigration and education services. Jhamela is passionate about guiding individuals through the immigration process and helping them explore educational opportunities, drawing on her own academic journey to relate to their needs. Charmagne Ilustrisimo

Education Counsellor & Marketing Officer

Charmagne holds a Master’s in Management from Auckland, New Zealand, and brings over 11 years of distinguished experience as a visa consultant and senior administrative professional in Dubai, UAE. She is also a New Zealand Licensed Education Counsellor, with ECANZ License No. 2522355. Her comprehensive background encompasses immigration consulting, client relationship management, and executive support services, providing her with deep expertise in navigating complex regulatory processes. Known for her exceptional interpersonal skills and natural ability to build meaningful connections, Charmagne excels at establishing rapport with diverse clients and creating lasting professional relationships.
Her academic experience as an international student allows her to offer valuable insights and support to clients navigating immigration and education services. Charmagne is passionate about guiding individuals through the immigration process and helping them explore educational opportunities, drawing on her own journey from the Philippines to the UAE and New Zealand to relate to their needs. Catherine Oliva

Education Counsellor & Marketing Officer

Catherine is a dedicated professional holding a Bachelor’s degree in Secondary Education with a specialization in English. A Licensed Professional Teacher (LPT) in the Philippines with a distinguished academic background, she brings extensive international experience as an IELTS and PTE instructor across the Philippines, New Zealand, and Australia. Through this, she has developed a deep understanding of the linguistic and academic benchmarks required for global success.

As an Education Counsellor, Catherine combines her expertise in immigration consulting and client management to guide individuals through complex educational pathways. Her approach is rooted in empathy; she leverages her own academic journey to build trusting relationships with a diverse clientele, ensuring they feel supported at every step of the application process.

In her dual role as a Marketing Officer, Catherine utilizes her cross-cultural insights to design impactful, mission-aligned campaigns for HRC. Known for her adaptability and passion for community engagement, she remains a dedicated advocate for her clients, committed to empowering them through education and meaningful career opportunities.

Joseph Francis Lopez

Marketing Consultant

Joseph is a seasoned Marketing and Educational Consultant with extensive experience supporting academic mobility and workforce development. He holds a Bachelor of Science in Business Administration and a Master of Business Administration, providing a strong academic foundation for his work in client advisory, program promotion, and professional development.

As a Registered Educator, Certified Human Resource Professional, and Certified Marketing Management Professional, Joseph brings a powerful combination of strategic communication, client engagement, and program coordination.

He is dedicated to guiding students and professionals through ethical, transparent, and results‑driven processes. His background in marketing, education, and advisory services enables him to deliver clear, structured, and reliable support to individuals pursuing international education or career advancement opportunities.

Isaac Sekyere

Marketing Officer and Documentation Officer

Isaac, originally from Ghana and a citizen of New Zealand, has extensive experience in both education and corporate sectors across China and New Zealand. With a background in Mechanical Engineering and PC Support/System Administration, Isaac brings a diverse skill set to his work. He, alongside Grace, will collaborate closely with candidates in Asia and Africa, providing expert guidance and support. Isaac’s international experience and technical expertise enable him to bridge cultural and professional gaps, making him a valuable asset to any team or project, particularly in cross-continental endeavours.

Rowena Dulnuan

Business Development Manager

Rowena came to New Zealand from the Philippines on a working visa in 2022. Two years later, she acquired her New Zealand resident visa and now calls New Zealand her home. 

Since 2013, Rowena has been working with recruitment companies in the Philippines and New Zealand. She has successfully assisted in the deployment of thousands of Filipino skilled workers and professionals across the Middle East, Asia, and New Zealand. Indeed, she was instrumental in the success of the hundreds of Filipinos who are now working and living in New Zealand.  

Her bachelor’s in education and years of experience in talent acquisition helped Rowena in whatever endeavors she is currently involved in. 

Dovilyne Joyce Pilacan Erese Christianson

Notary Public and Licensed Document Preparer (Nevada, United States of America)

As a fellow immigrant who successfully navigated the interesting US immigration system, I understand firsthand the challenges and anxieties that come with this journey. I meticulously prepared my own application, ensuring it was complete and accurate to avoid delays and rejections.

Backed by a strong foundation in BS Accountancy and experience in the US financial sector, transitioning my keen interest in immigration law during my own application process led me to establish Christianson Consultancy LLC,  where I now guide and support others through their immigration goals.

I am a seasoned professional with expertise in tourist/visitor visas and family visas. Also, I provide training and mentorship to fellow immigration practitioners. As a licensed notary public and document preparer in Nevada USA,  I am equipped with the knowledge and training to assist you with your immigration journey.

Grace Lie

Marketing Officer

Grace brings rich experience and cultural insight to her role as a marketing officer. Originally from Dongguan, China, she spent 18 years as a primary school teacher before migrating to New Zealand in 2018. In Auckland, Grace transitioned to early childhood education, embracing diversity while fostering growth in young learners. Joining HRC in 2020, she combines her educational background and cross-cultural perspective to craft impactful marketing campaigns aligned with HRC’s mission. Passionate about community and connection, Grace’s journey reflects her adaptability and dedication to making a difference. Outside work, she enjoys exploring New Zealand’s natural beauty.
